New York State Department of Transportation (NYSDOT) identified the need for transportation planning studies in Horseheads, NY based on input provided by the regional NYSDOT office and the local Transportation Council. The Study Area was divided into three planning areas in the Town and Village of Horseheads with the objective of creating transportation and land use strategies that address issues related to growth and development. Each planning study examines the current land use, roadway facilities, traffic safety and operations in each area and identifies strategies that will improve land use and access management in the Town and Village of Horseheads.
